Hey,

Can travel agencies send papers to consulates like the Costa Rican Consulate- if the travel agency is based in Cuenca, and the consul for Costa Rica is in Quito. Can they send the documents and verification for a visa to the consul, have the passport stamped with the visa and the visa document issued, and then have the document sent back to the travel agancy? It sounds shady to me, but who knows if you give an extra Benjamin on the side what can be accomplished. Any insight would help on this matter. Thank you. by the way I am not doing this obviously, but I was told that it could be done, and in fact is being done- is this full of basura or is it true?
